Wall Street is on track to open higher Wednesday with an end to the U. S. government shutdown appearing closer, and technology stocks appeared to regain their footing after wild swings this week. Futures for the S&P 500 rose 0. 4% while futures for the Dow Jones Industrial Average were up 0. 3%. Futures for the technology-heavy Nasdaq index rose 0. 6%.
