PORT ARTHUR, Texas (AP) — The former Tropical Storm Edouard weakened into a depression but dumped nearly 2 feet of rain in some places, flooded roads and knocked down trees Wednesday in parts of Texas as it slowly moved north. Schools and municipal offices were closed, residents were told to stay home and a news station captured a water rescue of a family.
