PHOENIX (AP) — Former U. S. Sen. Jon Kyl, a longtime Republican lawmaker from Arizona who shaped landmark water policies in the U. S. West and guided the confirmation of Supreme Court Justice Brett Kavanaugh, has died. He was 84.
